Abstract
Although the United States has been battling illicit drug trafficking for many years, during the last four decades, “international drug control bec[a]me a major priority in the formulation of United States foreign policy.” To that end, the United States, among other things: (1) enacted laws that would enable it to meet its obligations under international treaties and reduce domestic drug consumption; and (2) entered into new treaties that would facilitate the fight against multinational enterprises and conspirators involved in drug trafficking.
